Comal County Commissioners Court approved a swath of routine business and several budget and contract items at its Oct. 16 meeting, voting unanimously on claims, property plats, proclamations, donations and line-item transfers.
The court approved claims totaling $1,978,522.20, including EFT payments of $329,982.89 and regular claims of $1,648,539.31. It also adopted proclamations recognizing Texas Native Plant Week, the 150th anniversary of the Germania Farmer Verein, National Friends of the Library Week (Ty Preston Memorial Library), and Mediation Awareness Month.
On land-use items the court approved several plat amendments: an amendment to Crossroads Estates Phase 1 combining Lots 12 and 13; an amending plat for Vintage Oaks at the Vineyard Unit 22 (reconfiguring lots 18-74, 18-75 and 18-76); and an amendment combining Lots 487–489 in Canyon Lake Acres Unit 2. The court acknowledged completion of private roads and stormwater drainage improvements in Johnson Ranch South Unit 8 and authorized release of the associated irrevocable standby letter of credit.
Smaller donor items cleared the docket: the court accepted a $100 check donation from Nancy P. Cronin for the Comal County Sheriff’s K-9 program and accepted a $1,500 check from Canyon Lake Little League for the Hidden Valley Sports Park concession account contingent on the passage of a related budget amendment.
Other approved items included: release of Request for Qualifications 2025-595 for medical examiner services; approval to auction surplus/salvage property; a tax assessor-collector monthly collection report for September; a line-item transfer in recycling for training, brake repairs and equipment; and an order authorizing remarketing of certain 2017 tax and revenue certificates of obligation for a Bulverde-area library district debt adjustment.

- Plats and roadway surety (Action Items 8–11): Motions carried, movers and seconders as announced on the record; staff recommended approval for each plat or release of surety after inspections.
- Change Order 34 (Action Item 12): Approved to add $7,325 funded by ARPA interest-earned funds to the Joris General Contractors contract for the public health emergency operations center project (motion by Commissioner Webb; second by Commissioner Leacock). Court discussion noted related New Braunfels Utilities impact fees for the project and remaining contingency funds.
- Finance and administrative items (Action Items 13–17): Tax assessor-collector report accepted; order to remarket 2017 certificates approved; surplus disposition order approved; RFQ release for medical examiner services approved; recycling line-item transfer approved.
- Budget transfer for Canyon Lake concession stand (Action Item 18): The court approved a line-item transfer of $80,000 from parks contingency to property improvements to cover the low construction bid of $287,000 for a new concession stand at Hidden Valley Sports Park; the project had been originally budgeted at $200,000 with a $5,000 donation from Canyon Lake Little League. Motion carried (mover Commissioner Crownover; second Commissioner Leacock).
All motions requiring a roll call were carried by voice vote after commissioners raised their hands; individual roll-call tallies were not read into the record.
