The finance committee voted to forward Resolution 2025-R043 asking the CAO to direct the Departments of Finance and Housing and Community Development, in coordination with relevant departments, to conduct a citywide inventory of existing programs and initiatives that mitigate displacement.
Maria Garnett, council policy analyst, said the resolution draws on a review by Housing Opportunities Made Equal (HOME) and aims to synthesize what the city is already doing to prevent displacement, identify gaps and supply information in time to inform the budget process. "Part of the time frame envisioned in the resolution is so that council could receive this information back in time to inform you all's decisions during the budget process," Garnett said.
Annika Shun, housing policy advocate at Housing Opportunities Made Equal, spoke remotely and told the committee HOME supports the resolution, saying Richmond has experienced significant displacement of its Black population over the last 25 years and that a comprehensive inventory is an essential first step to a displacement‑mitigation strategy.
Committee members voiced strong support and asked staff to return with the inventory and recommendations within the 120‑day timeframe; the committee voted to forward the resolution to full council with a recommendation to approve. Vice Chair Jones recorded "aye"; Chair Robertson recorded approval.
