The Tippecanoe County Metropolitan Planning Organization (MPO) policy board voted Aug. 14 to approve three resolutions amending Transportation Improvement Programs (TIPs) and the Unified Planning Work Program (UPWP), including programming FTA Section 5310 funds to help the Wabash Center replace vehicles.
The board passed Resolution T25-09 to amend the 2024–2028 and 2026–2030 TIPs to program a vehicle-replacement project for the Wabash Center. MPO staff said the total project cost is $450,000 and “Federal funds could pay 85% of this for Wabash Center,” using Federal Transit Administration Section 5310 capital-replacement funds. Staff also said the Technical Transportation Committee reviewed the request in July and recommended approval.
The board approved Resolution T25-10 to amend the 2026–2030 TIP to add or correct the right-of-way phase for two Tippecanoe County bridges (bridges 80 and 83) over Flint Creek—one on County Road 700 West and one on County Road 510 South—with right-of-way anticipated in 2027. MPO staff characterized the amendment as a cleanup to ensure both TIP documents are consistent.
The board also approved Resolution T25-11 to amend the 2025–2026 UPWP to formalize the interlocal agreement and funding changes associated with a regional traffic-counter purchase. MPO staff reported the counters have already been purchased and distributed to local jurisdictions and that the amendment reallocates existing UPWP funding to reflect that purchase.
MPO staff additionally described two administrative modifications that did not require a board vote. Staff said CityBus converted $146,199 of flexed funds (previously FHWA funds flexed to FTA) from a paratransit bus replacement project to a preventive-maintenance project. Staff also reported INDOT notified the MPO that the estimated construction cost for Tippecanoe County Bridge 119 (North Ninth Street) increased from $9,600,000 to $10,400,000; staff said the construction year remains federal fiscal 2026, no additional federal funds are being added, and local funding will cover the difference.
Board members cast roll-call votes on the three resolutions. The roll calls recorded the following votes: Erin Easter (aye), Dave Byers (aye), Steve Snyder (aye), Kathy Parker (aye), Cindy Murray (aye), Mike Gibson (aye). Each resolution passed.
MPO staff noted that a permanent consolidation from two overlapping TIP documents to a single TIP (the 2026–2030 TIP) is still pending because it depends on Federal Highway Administration and INDOT timing. Staff said that dependency is “out of our control.”
The resolutions and the administrative modifications will be reflected in MPO records and the TIP/UPWP documents; staff said they will post the UPWP amendment materials to the agenda packet after the meeting.
