Julie (staff) said the improvements were funded through a Wyoming outdoor recreation grant from the Wyoming Office of Outdoor Recreation, using surplus ARPA funds targeted to outdoor recreation; North Casper qualified as the census tract for those grants. She said contractors from American Ramp Company installed the skate park features and that lighting and some concrete work remain. Staff plan a public engagement announcement and a small unveiling once punch-list items are complete.
Councilors asked for and received updates on timing; staff said use is already visible in the neighborhood and additional work will wrap up in the coming weeks. No formal decisions or votes were taken during the update.
