Skokie board approves $45,000 Exponent contract to complete 36‑inch transmission‑main failure analysis

The report is intended to guide future repairs, help the village understand root causes and support any design or maintenance changes needed to reduce the risk of future transmission‑main breaks.
Staff summary: Village staff said Exponent performed Phase 1 (hypothesis and material collection) and Phase 2 (documentation of excavations at two additional suspected wye joint locations). Phase 3 work will finish the failure analysis and produce a comprehensive report summarizing findings for all three examined joints.
Director of Public Works Max Lanker asked the board to approve the Phase 3 engagement: “It is recommended to approve phase 3 services so that the comprehensive water main failure analysis can be completed,” Lanker said, and he “respectfully request[ed] board approval.” Staff also noted that Kennedy Construction had already excavated and replaced the two additional wye connections identified for inspection.
Board action: Trustee Pierce Sloane moved to approve Phase 3 services; Trustee Lisa Levy seconded. On roll call the trustees present voted in the affirmative and the motion passed.
Project budget and contracting notes: Staff presented an estimated Phase 3 budget of $45,000 to Exponent. Kennedy Construction previously completed the excavation and replacement work at the two additional suspected wye joints.
Implementation and next steps: Exponent will complete the analysis and submit a written report for village staff review. The report will be used to inform any recommended repairs, operational changes or capital‑planning needs. No additional funding beyond the $45,000 agreement was requested at this meeting.
Ending: The board approved the contract and authorized staff to proceed with the Phase 3 analysis; Exponent’s report will be provided to the board when completed.
