Board accepts district audit with unmodified opinion; auditors note two compliance findings

The Chula Vista Elementary School District Board of Education accepted the 2023–24 annual audit, which included an unmodified (clean) opinion from external auditors Wilkinson, Hadley & King. Auditors told the board the opinion indicates the district’s financial statements ‘‘fairly present’’ its financial position at June 30, 2024.
Audit partner Brian Hadley summarized the report and flagged two compliance findings. The first finding involved a substitute teacher who worked more than 30 consecutive days in the same assignment without documentation required for a long‑term credentialed assignment under state rules. The second, unusual finding involved a student without required immunization documentation; the student was undergoing cancer treatment and the district did not file the California medical‑exemption request with the California Immunization Registry on that student’s behalf.
Hadley told trustees those findings are reportable compliance matters and noted there were no findings in the prior year’s audit. The board voted unanimously to accept the audit report.
Trustees asked clarifying questions during the presentation. No additional board action was taken beyond acceptance of the report.
