County code compliance to adopt PowerDMS for policy and training; procurement and enterprise‑IT questions raised

Code Compliance Manager Tony Korman described the unit’s caseload (about 1,200 cases annually), the low percentage that advance to magistrate, and the staff workload and public scrutiny the office faces. He said PowerDMS will centralize policies, provide version control, host training modules, and allow public access to county policies through the web. Korman said roughly 90% of enforcement agencies in Florida use PowerDMS and that the Sheriff’s Office uses it today.
Commissioner Roark and others raised procurement and enterprise IT governance questions: whether the county should pursue a single, enterprise solution across departments to leverage economies of scale and centralized training. The county’s IT and HR staff said they are evaluating broader county adoption and that budgeting includes subscriptions and operating expenses to cover the purchase now.
The board approved the single‑source purchase under the procurement rules and moved to implement PowerDMS for Code Compliance; staff said they will continue to evaluate enterprise options and report back on possible countywide adoption.
