The Waukegan Finance and Purchasing Committee on Monday reviewed monthly revenue and operational reports showing mixed results and several declines compared with a year earlier.
The committee heard that water consumption for July (billed in August) was 246,670 gallons and the billed amount totaled $1,709,820. The Stabilization Fund (Fund 714) balance as of August 2025 was $9,272,156; the fund requirement was listed at $8,531,952, leaving an unrestricted balance of $740,204.
Video gaming tax collected for July 2025 was $117,895.20, down from $124,003.02 in 2024, a decrease of $6,107.82 or 4.9 percent. The city reported 77,894 casino visitors in August 2025 and 2,032,584 visitors since the facility opened. Gaming revenue at the 5 percent share amounted to $546,608, with Waukegan’s share $382,625; since opening, the city has received $9,292,941 from the casino.
Hotel-motel collections for August totaled $158,097, a 5.3 percent decline from the same month last year (down $8,872). Food-and-beverage tax collections were $206,484 for August, a 1.88 percent decrease from the prior year (down $3,967).
Push-tax reporting for July (remitted in August) showed a total reported push amount of $33,880,387 and expected revenue of $338,803.87; the city had received $54.99 toward that amount. Committee members said those figures are self-reported because litigation continues and some terminal operators have filed under protest and not remitted in full.
Alderman Florian asked whether reporting could indicate remittance frequency (monthly, quarterly, yearly) so that members could distinguish late payments from different reporting schedules. A finance staff member said the department and the licensing director are working to adjust reports or create new ones to include that detail.
On budget-to-actual metrics, committee members noted that after one quarter of the fiscal year (25 percent elapsed), revenues stood at 27 percent and expenditures at 15 percent. Members said revenues being ahead of schedule while expenses lag can be positive but cautioned that some expenses are not monthly or weekly and timing can affect the comparison.
