Humboldt County recorder to retire; requests appointment of deputy Nicole Niemeyer

Board members cautioned that the topic was not listed on the agenda and noted limitations on discussing personnel appointments off the published agenda. The board discussed the mechanics for either appointing a replacement or holding a special election if an appointee is not acceptable to some voters; members said appointments tend to be the more economical option. The board did not take a formal vote on the appointment during the meeting.
