Planning staff provided several project updates to the Tinley Park Plan Commission, including progress on the Brookside Creek master development, retail prospects at that site, the Jack in the Box drive-through traffic situation, and the status of the village comprehensive plan and a forthcoming zoning ordinance rewrite.
Staff said village-led grading and stormwater site work for the Brookside Creek (190th and Harlem) master development is expected to be substantially complete by December. The master developer will install infrastructure (roads, streetlights) afterward. A McDonald’s has submitted a special-use/site-plan application for Lot 7 (westernmost lot) that will require the master site work to be completed before McDonald’s can finalize engineering plans. Staff also confirmed receipt of an application for a Pete’s Fresh Market to occupy the anchor space in the rear of the development; that proposal is under review.
Separately, an applicant for a gas-and-wash use initially proposed Lot 1 but is seeking to relocate to Lot 4; because the approved PUD allowed a gas station only on Lot 1, the applicant must return for a special-use application for Lot 4. Staff said additional documents are outstanding for that application.
Regarding Jack in the Box, staff reported that traffic congestion observed at opening has steadily decreased, and on-site staff have been directing vehicles during peak periods to keep access aisles clear and to allow use of accessible parking stalls when possible. Staff said the situation is normalizing as customer volumes stabilize.
On the comprehensive plan, staff said a final draft is under review and that staff are preparing a comment draft for the consultant (Lakota Group). The timeline has shifted: staff now expect a late-November or early-December adoption timeline, with the plan potentially back before the Plan Commission Nov. 20 and the Village Board in December. Because the comprehensive-plan timeline moved, the planned RFP for a zoning ordinance rewrite has been deferred to the end of this year or early next year so prospective bidders can review a near-final plan.
Staff asked commissioners to note that forthcoming special-use and site-plan items for Brookside Creek (McDonald’s, Pete’s Fresh Market, and the relocated gas-and-wash application) will return to the commission as they complete their submittals.
