The Middleton City Council on Oct. 15 took several routine and policy actions:
- Consent agenda: Council approved minutes from the Oct. 1 meeting and ratified accounts payable through Oct. 3, including pass-through charges for the fire district, garbage service, late-comer agreements and a new truck purchase. The consent agenda was moved, seconded and approved by voice vote.
- Signal conveyance to Idaho Transportation Department: Council approved Resolution No. 532-25 authorizing the mayor to convey signalization improvements constructed by the city in the Idaho Transportation Department right-of-way at State Highway 44 and Cemetery Road. The council described the matter as routine and the resolution passed by voice vote.
- School resource officer contract: The council approved the school resource officer (SRO) contract with the Middleton School District for the 2025–26 school year. The contract is unchanged from the prior year except for updated dates; the district approved it earlier in the week.
- Debt management policy: Council adopted the City of Middleton debt management policy to prepare for an Idaho Bond Bank Authority application, subject to a correction and minor housekeeping items. Council members asked staff to correct a numeric phrasing (1.25 vs. 125%) and said any substantive changes discovered later would require returning to the council. The policy was adopted with the condition that the correction be made.
Each measure passed by the required majority. Several council members stressed the need to follow up quickly on the planned impact-fee workshop related to the earlier commercial-fees discussion. The council set staff follow-ups and directed that the transportation impact-fee discussion be scheduled as a separate workshop.
