SPRINGFIELD, Oct. 7 — A resident who identified herself as formerly unhoused told the City Council that gaps in oversight allow some homeless service providers to exploit people seeking shelter and permanent housing.
Brianna Day said she had secured temporary housing only after being required to perform work and that labor‑law violations and a lack of enforcement left people vulnerable. "We're paying them to keep our homeless homeless," she said, arguing the city should enforce rules and oversight so program participants are not returned to the street after brief stays.
Day described the personal toll of long periods without stable housing and urged the council to require accountability for programs that receive city dollars or referrals. She asked for greater enforcement and monitoring to ensure providers deliver services that lead to sustainable housing outcomes, and not short‑term solutions that leave people back at square one.
The council did not take formal action on her request during the Oct. 7 meeting; several council members acknowledged the testimony and the need to review program oversight mechanisms.
