The board opened the meeting with a statement that the meeting had been noticed "in accordance with the open meeting law of ARS 30 eight-four 31," and review materials for the meeting were made available through the county planning office and website. The chair conducted standard hybrid meeting procedures, explaining how members of the public could register to speak in person or online.
The board also considered approval of prior meeting minutes for Sept. 18, 2025; the chair said there were no comments and those minutes were considered approved without a separate roll-call vote.
The bylaws vote was the first formal action recorded in the meeting. There were no substantive amendments discussed on the record during the vote; staff had presented the recommended text changes in advance of the meeting.
The board adjourned after completing the agenda items and thanked protective services staff for their attendance.
