The City Council authorized the city manager Oct. 15 to enter an agreement with DTA to complete an update to the city's developer impact fees and Nexus study at a cost not to exceed $49,210.
City Manager Alex Henderson explained that Assembly Bill 602 requires jurisdictions to perform Nexus studies at least every eight years and to adopt fees only after completing a study. "When applicable, nexus study shall identify the existing level of service for each public facility, identify the proposed new level of service and explain why the new level of service is appropriate," Henderson said.
The city released a request for proposals in August and received two qualified responses: DTA (the city's 2016 Nexus study consultant) at $49,210 and Willdan Financial Services at $87,300. Both firms proposed about six months to complete the update. Henderson recommended DTA based on cost and prior work; the finance committee reviewed the proposals on Oct. 6 and recommended DTA.
Councilmembers noted DTA's work for a similarly sized nearby city and expressed comfort with staff’s recommendation. The motion to authorize the city manager to execute the DTA agreement passed by voice vote; the transcript records unanimous consent but does not provide individual roll‑call tallies.
Staff said any fee changes resulting from the study would be considered as part of the FY 2027 budget, with new rates effective July 1, 2026; projects already entitled would be grandfathered at current rates.
