The proclamation noted that bullying can be verbal, physical or electronic and that incidents can occur both on and off school grounds. It cited sample policies developed by the Virginia School Boards Association and called on parents, students, teachers and administrators to discuss and address bullying in their school communities during October.
The board approved the proclamation by voice vote; no separate implementation plan or budget was attached to the proclamation at the meeting. Board members did not debate or amend the text during the public portion of the meeting. The board indicated the proclamation would be distributed to schools as a resource for classroom and schoolwide discussions.
