Sheriff's Office budget mods: state marine funds reduced, expanded Troutdale IGA adds revenue, county backfills community corrections loss

Sheriff John Harms Millant briefed the board on three budget modifications affecting the Multnomah County Sheriff's Office during the Oct. 16 session.
R6: Marine Board. The county recognized a roughly $240,000 reduction in revenue from the Oregon State Marine Board that had partially supported river-patrol deputy positions. Sheriff Millant said the office will reallocate funds within its base budget to cover the positions and does not anticipate immediate operational impacts.
R7: Troutdale agreement. The board approved an increase of about $1.3 million in intergovernmental revenue from an updated interim agreement with the city of Troutdale. Sheriff Millant said the additional revenue reflects an increased level of service under the revised IGA and recoups overtime and other previously unaccounted costs.
R8: SB 1145 community corrections reduction. The board approved a technical rebalance recognizing a $1.4 million loss via SB 1145 from the state Department of Corrections. To avoid immediate jail-bed or detention impacts, the board approved using one-time general-fund contingency to bridge the shortfall and preserve funding for jail positions related to local custody for sentenced individuals under the state'to-local supervision changes.
At R8, Commissioner Moyer proposed a budget note asking the county to produce a pretrial-systems options report by March 1, 2026, including options, resource needs and implementation considerations; a motion to postpone that budget-note decision to a later meeting was discussed and the board later scheduled additional consideration of the pretrial question for an October 23 meeting. Sheriff Millant told the board that contingency backfill will allow current jail positions and operations to continue while the county develops options for pretrial services and other system changes.
All three sheriff-related budget items were moved, seconded and passed by roll-call votes.
