Roseville Council approves $1,500 in discretionary funds for Latino Leadership Council Dia de los Muertos events

The Roseville City Council voted unanimously Oct. 15 to provide $1,500 from council discretionary funds to the Latino Leadership Council to support its Dia de los Muertos events scheduled Nov. 1 and Nov. 2 in Roseville.
The Latino Leadership Council requested $3,000 to support a two-day event that staff said drew more than 3,000 attendees in 2024. Indira Infante, a representative of the Latino Leadership Council, told the council the group has raised about $11,500 in sponsorships toward a $20,000 goal and expects to provide free programming and resources to attendees.
"At this time, we have about $11,500 of sponsorships," Infante said. "Our goal is $20,000 to be able to provide the free activities and pay for the logistics of the event." Alyssa Flores, identified as a Latino Leadership Council ambassador, said the celebration helps build cultural awareness and provides free activities for families.
Council members asked for logistical details including security, site rental costs and partner participation. Staff and the applicants said they plan to hire one security guard this year, that the parks department indicated no additional security was required because no alcohol will be served, and that the rental fee for Vernon Street Town Square is about $2,500. Infante said nonprofits and community partners would participate without a vendor fee and that Roosevelt High School and other student groups provided volunteers last year.
The council’s discretionary funds balance and past awards were summarized by staff: the council has $15,000 annually to distribute to nonprofits and awarded the Latino Leadership Council $500 in the prior year. After deliberation, a council member moved to provide $1,500; the motion passed on a 5-0 roll call vote.
The funding is for the current fiscal year through June 2026. Staff and the Latino Leadership Council said the funds will be used to cover event logistics and free programming; specific suballocations were not specified during the meeting.
