The Manor Planning and Zoning Commission on Aug. 13 approved rezoning TCAD Parcel 236976 (14305 East U.S. Highway 290) from agricultural to C-2 medium commercial in a 4-0 vote.

The rezoning, moved by Commissioner Meyer and seconded by Commissioner Nila, was presented as necessary to allow less-intense commercial uses on a site constrained by floodplain conditions. Planning staff noted the city is precluded from receiving certain sales-tax revenue for some properties and said the parcel's allowable uses are limited by an existing entitlement that currently directs revenue to ESD 12.

Commissioner Meyer moved the rezoning. Commissioner Nila seconded. The motion passed 4 to 0.

Planning staff said the C-2 classification was chosen because it permits commercial uses — including medical office space — that require a smaller building footprint and therefore could be more feasible on a lot with substantial floodplain constraints.

The commission did not attach additional conditions to the rezoning; related site design and permitting questions were handled as separate agenda items that followed.
