Eldon Brown explained the petition meets the 66 2/3% ownership threshold to initiate a vacation petition, but property owners on the southeast side of the alley (holding roughly one-third ownership) have objected. Neighbors said the vacation would leave them with limited backyard access and could increase alley traffic. Brown described a proposed reroute: the developer would dedicate a wider strip to the north in exchange for vacating the existing narrower alley.
Staff said the project would require relocating an existing sewer line in the area and estimated the net financial exchange for the dedication/vacation would amount to roughly $10,000 owed by the developer under current valuations. Brown also noted an existing gate at Lindeke in the area that has not been enforced absent a complaint.
The committee heard concerns from council members and staff advised additional signed letters from nearby property owners could arrive before the hearing. The item was advanced for further process and public hearing steps.
