Board renews conditional-use permit for Adamson Road property, removes pet sales and sets operational limits

The McHenry County Zoning Board of Appeals approved renewal of a conditional-use permit for a 5.5-acre parcel on Adamson Road in Grafton Township and modified several conditions, including removing pet sales from the scope of allowed uses and extending the permit term to 20 years.
Mark Saladin, attorney for petitioner David W. Leach Sr., explained the application renews a longstanding conditional use first approved in 1999. Saladin said the use allows wholesale sale of landscape supplies and products, indoor storage and warehousing of personal and commercial vehicles, and storage of nonhazardous supplies and equipment. The petitioner confirmed there are no retail sales or customers on-site and told the board he lives on the property.
Anna Kurtzman, senior planner, told the board staff recommended conditions carried forward from the prior permit with updates to dates; staff initially recommended a standard 10-year expiration but the petitioner asked for 20 years. Board members and the petitioner agreed to strike language allowing pet sales and to limit wholesale landscape materials to non-mechanized products stored indoors.
The board adopted the following key conditions on the record: limit on commercial vehicles stored on-site to six; prohibition on vehicle maintenance associated with stored commercial vehicles; hours of operation limited to 4 a.m. to 9 p.m. Monday through Saturday; and conformance with the site plan and survey prepared by Vander Steffen (dated 03/04/2025, updated 07/09/2025). The board amended condition one to a 20-year expiration and deleted condition three as moved on the record.
Board members noted the property is principally surrounded by agricultural land, that one residence sits across Adamson Road, and that part of the surrounding farmland is slated for a solar farm, which the petitioner cited as a reason for a longer term. The board voted to approve the amended conditions and renew the permit, with the motion passing unanimously.
The board’s action updates the conditional-use record and will be forwarded to the McHenry County Board for final action.
