City staff briefed the public and council on the use of federal Community Development Block Grant (CDBG) funds and a separate state/local transportation award tied to the Argonne Drive reconstruction.
Steve, a public works staff member who presented the item, said the city’s current CDBG allocation will be used for sanitary sewer cleaning and lining work. The agenda listed a subrecipient agreement in the amount of $332,804 for CDBG implementation; Steve explained the city has used CDBG money for the last several years to clean and CIPP‑line sanitary sewers and that the current funds will extend lining work from Jackson to the end of Argonne Drive and down Broadway.
“Once we tear up the road, and rebuild the road, we don't want to have to go back in there and fix any of the sewers,” Steve said, describing the work as preparatory to the Argonne Drive reconstruction project.
Steve said CDBG expenditures are reimbursed through Lake County and said reimbursement typically takes less than 60 days. Alderman Andre Jackson asked whether the money is guaranteed; Steve replied that the funds are already allocated and available through Lake County.
Separately, staff reported news of a transportation funding award. Steve said the city applied to Illinois Department of Transportation (IDOT) funding for several road projects and that the governor’s announcement included an allocation tied to Argonne Drive. Steve told the committee the city’s estimated local share for Argonne Drive is about $7,000,000 and said the city’s application was included on the announcement list.
