Council suspends readings, approves six measures including $5,000 for TNR program and donation for accessible changing table

Council members voted 7–0 to suspend the rules requiring three readings on the evening's ordinances and resolution. The council then approved the following measures:
- Ordinance 153-25: Authorize expenditure of $5,000 to the Madonna County Society for the Prevention of Cruelty of the Animals (SPCA) for the "Madonna Meow Fix" trap-neuter-release program. Council discussion noted the program has run previously and was described as making an impact; the ordinance passed by roll call, 7–0.
- Ordinance 154-25: Authorize the mayor to enter Task Order No. 2 with Delta Airport Consultants Inc. for professional services at the Medina Municipal Airport related to the airport Disadvantaged Business Enterprise (DBE) program and goal update. Staff noted the Federal Aviation Administration (FAA) requires the DBE program update every three years and pays 95% of the cost. Ordinance passed by roll call, 7–0.
- Ordinance 155-25: Authorize the mayor to accept two temporary easements necessary for the Prospect Street Bridge project. Council added and adopted an emergency clause to allow immediate recording; members said two of four needed easements had already been acquired and the two temporary easements were the remaining items to record. Ordinance passed by roll call, 7–0.
- Ordinance 156-25: Authorize purchase of a 01/2025 Ford F-150 and a 01/2026 Ford F-250 crew cab pickup from Montrose Ford for the street department. Council reported the F-150 will replace a 2008 GMC 1500 and the F-250 will replace a 2011 GMC; the vehicles will be used for plowing and snow/ice events. Ordinance passed by roll call, 7–0.
- Resolution 157-25: Accept the donation of a universal changing table from Foundations Worldwide Inc. (valued at $10,500) and donated signage from the Medina County Board of Developmental Disabilities for the Medina Community Recreation Center. Council described the gift as improving accessibility; resolution passed by roll call, 7–0.
All recorded votes in the meeting transcript show each of the seven council members voting "Yes." The roll-call names recorded during votes were Simmons, Simpson, Coyne, DeSalvo, Hair, Rose and Shields.
No ordinance or resolution failed or was tabled during the meeting.
