County staff to transmit draft 2024 capital improvements element update for impact-fee compliance

Dawson County staff told the Board of Commissioners they will transmit a draft 2024 Capital Improvements Element (CIE) annual update to the regional review body to maintain eligibility for the county’s impact-fee program.
Richard Osborne, community development director, said the State Department of Community Affairs requires an annual CIE update for jurisdictions that collect impact fees. The draft update incorporates the county’s 2024 impact-fee financial report and an updated community work program covering fiscal years 2026–2030.
"Staff requests that during the August 7 voting session, the board of commissioners hold a public hearing to adopt a resolution to authorize the transmittal of the draft document," Osborne said. He told commissioners the draft would be forwarded to the regional commission in Gainesville for state and regional review; staff will return with any comments and seek final adoption in October.
Why it matters: The CIE annual update is a procedural requirement for the county to continue its impact-fee program and ties together department inputs, financial reporting and planned capital projects for the county’s 2026–2030 community work program.
Osborne said staff coordinated with the finance department, fire, public works and other departments to ensure the update reflects current project schedules and funding. The board indicated the item will be scheduled for a public hearing and future voting action.
