County requests purchasing waiver to expedite repair of Kelly Bridge Road joint failure

Dawson County public works staff asked the Board of Commissioners to add an item to the agenda and grant a purchasing-policy waiver to expedite repairs to a joint failure on Kelly Bridge Road over the Etowah River.
Robert (staff member) told commissioners the Georgia Department of Transportation’s routine bridge inspection identified a significant joint failure with "bouncing metal" that needs repair. He asked the board to allow staff to waive the sealed-bid requirement and award the work to the lowest responsive bidder after receipt of a second quote. "What I'm asking for you today is, allow us to, waive the required purchasing policy of sealed bids and, award it to the low bid," Robert said.
Robert said the repair should cost under $100,000 but that staff were still awaiting a second bid. He described a traditional repair approach that could require a weeklong full closure with jackhammers and concrete work, but said the county had a method to do the job with a single-lane closure in a couple of days that would limit traffic impacts.
Commissioners asked for prompt delivery of the second bid and confirmation that staff would monitor the work. A board member asked Robert to notify county leadership as soon as the other bids are in so the award can proceed.
Why it matters: The bridge repair responds to a DOT inspection finding and is necessary to maintain safe travel on a county road over the Etowah River; the purchasing waiver would speed procurement but requires the board’s approval and legal/policy checks.
Robert said the county will wait for the second bid and then be able to award to the low bidder; the board added the item to the work session as item 8A for consideration.
