City asks commission to help make county hazard mitigation plan accessible to residents

Mark McElroy, who presented an update on emergency management, said Liberty Lake staff are working with the Spokane County Office of Emergency Management to prepare the county hazard mitigation plan and a city chapter that identifies, assesses and ranks hazards inside the Liberty Lake boundary.
McElroy said the city must complete a risk assessment and rankings and that the plan development requires public engagement. He asked the commission to help present an abridged, more accessible version of the county documents—hundreds of pages in full—and suggested gamification or visual tools to solicit resident feedback. "We are participating with the county's office of emergency management to develop the county's hazard mitigation plan," he said.
Commissioners discussed how to make the material relevant to residents, noting examples such as neighborhoods that have single ingress/egress and higher wildland-urban interface fire concerns. Commissioners suggested walking-in-resident-footsteps approaches or visual scenarios to help residents understand risks that might otherwise feel distant.
McElroy said staff will return to the commission at a future meeting with an abridged package and timeline for community engagement. He characterized the present update as a heads-up rather than an imminent request.
