Dylan Machampel, deputy housing director, told the board the certification request would document recent housing production that counts toward the town's benchmarks. He identified 31 units contributing to the certification: two homeownership units created through Habitat for Humanity, one homeownership unit at Richmond at Sandpiper Place 1, and 28 rental units at Richmond Meadows 1.
Why it matters: Certification by EOHLC would confirm that Nantucket has met the unit-production thresholds that allow the town to retain more local control over comprehensive-permit projects under Chapter 40B. Without certification, the town's protections under safe harbor could expire, affecting how affordable housing proposals are reviewed.
Board action: The board voted to authorize submission of the certification request and authorized the chair to sign on behalf of the board and the town. The motion passed unanimously by roll call (Malcolm McNabb, Matt Faye, Brooke Moore, Tom Dixon and Don Hill voting Aye).
Next steps: Staff will submit the letter and supporting documentation to the EOHLC and will provide any follow-up information the state requests during its review.
