The San Antonio City Council voted Oct. 16 to approve rezoning of 1730 and 1714 Saltillo Street from R-5 to MF-25 to allow a 12-unit mixed-use development that would include four assisted-living units on the ground floor and eight upstairs units intended for medical professionals.
City staff recommended denial, while the Zoning Commission recommended approval. Councilmember Sandra Castillo moved to approve the rezoning; the motion carried (official vote tally not specified in the meeting record).
Supporters told the council the project would meet local needs for both senior housing and housing for medical workers. Charles Talbert, who spoke in favor of the project, said the site is about 1.5 miles from a teaching medical facility and is adjacent to a park that would benefit residents. Talbert told the council the applicant had received a letter of endorsement from the El Charro Neighborhood Association and support from the Brady Gardens Community Organization and neighbors who spoke informally in favor.
Talbert described the project as a 12-unit complex with four downstairs assisted-living units and eight upstairs units intended for traveling nurses and medical students. He said the developer planned to hire local businesses for construction and landscaping.
The council approved the motion during the Oct. 16 zoning and land use session. The staff presentation noted that 41 mailed notices were sent for the proposal and one was returned in favor; no written oppositions were recorded in the staff summary provided at the meeting.
The approval allows the developer to pursue building permits under MF-25 zoning; the staff report remains the authoritative source for any conditions or site-specific requirements.
