The City Commission approved construction and construction-administration contracts for Miramar Complete Streets Phase 3, a mobility project funded through a regional MPO grant delivered via the Florida Department of Transportation’s Local Agency Program (LAP).
A city presentation said design was complete and the city had already received $457,731 in reimbursement for design work. The construction low bid was from Coengineers Builders LLC at $2,230,069.60; staff recommended adding a $50,000 contingency for a total contract amount of $2,280,069.60. Staff said approximately $2,000,027.51 of the total award will be reimbursable through the FDOT grant; the LAP agreement requires the city to initially front eligible costs and seek quarterly reimbursement.
The city also evaluated proposals for construction engineering and inspection (CEI) services. A selection committee ranked HBC Engineering Company highest and negotiated a CEI fee of $287,829.20. Staff said the full CEI amount is reimbursable through the LAP grant. The project scope includes sidewalks, pedestrian-scale lighting, ADA ramps and related work along corridors between 62nd Avenue and State Road 7 (the presentation identified streets color-coded as part of the phase). The FDOT-assigned disadvantaged-business-enterprise (DBE) goal for the contract is 10.54%.
Vice Mayor Yvette Colburn and other commissioners praised completion of the long-running multi-phase project and asked clarifying questions. Commissioner Maxwell B. Chambers asked whether the project included pedestrian lighting; staff confirmed it will install pedestrian-level (about 12-foot) lights for sidewalks. Commissioners also discussed potential irrigation or private improvements in city right-of-way; staff said the proposed contingency is intended, in part, to cover repairs such as irrigation conflicts and that staff coordinates with property owners to limit private-property impacts.
Both the construction award and the CEI contract were approved by unanimous vote. Recorded votes for both items were: Commissioner Maxwell B. Chambers — yes; Commissioner Avril Sherazard — yes; Vice Mayor Yvette Colburn — yes; Commissioner Carson "Eddie" Edwards — yes; Mayor Wayne Messam — yes.
