The Planning Commission reviewed proposed language in the zoning rewrite that would let the zoning administrator waive certain application submittal requirements (except fees) and approve limited minor modifications to approved rezoning, concept or special‑exception plans.
Staff explained the waiver provision would allow the zoning administrator to waive submittal items requested in writing at the time of application where the applicant documents the justification. The minor‑modification section would permit administrative approval only if the change is limited to layout, dimensional or design tweaks driven by topography, drainage, underground utilities or structural safety; if the change does not materially increase intensity of use (a threshold the draft ties to a 2,500‑square‑foot addition or 5% increase); and if there are no new proposed proffers, conditions or code violations.
Commissioners generally supported the approach as a way to avoid unnecessary delays for minor technical changes, while preserving public notice and full commission review for material changes. "I think zoning administrators are smart enough to take care of us," one commissioner said in support of administrative flexibility.
Staff will retain the presented criteria and incorporate clarifying language in the draft ordinance to ensure that "material increase" and the square‑foot thresholds are clearly defined for applicants and staff.
