City staff: transportation maintenance fee passed on first reading; second reading set for Oct. 23

City of Boulder Transportation and Mobility staff updated the Transportation Advisory Board on Oct. 13 about the Transportation Maintenance Fee ordinance: Council approved the ordinance on first reading by a 6–1 vote and staff expect a second reading on Oct. 23.
Valerie Watson, deputy director of Transportation and Mobility, told TAB that staff plan a phased implementation timeline with a midyear target for residential property owners and a later implementation window for commercial property owners, pending finalization of implementation logistics. Watson said the department will present more implementation details as Council completes the ordinance process.
Watson also said one council member asked staff to analyze whether affordable housing units could be exempted, and that the city would first scope the staff time and cross-department work required (Transportation & Mobility, city attorney, Housing and Human Services and others) before Council decides whether to direct staff to prepare a detailed exemption analysis. A formal Council directive requiring cross-department work would require affirmative support by five council members.
The board accepted the update and had no formal action on the ordinance itself at the TAB meeting; TAB members asked clarifying questions about timing and the operational steps needed for implementation.
