Boulder authority approves Morso restaurant’s new liquor license; owners cite family-focused concept and training plan

The Boulder Beverage Licensing Authority on Oct. 15, 2025, approved a new hotel-restaurant liquor license for Chowlove LLC, d/b/a Morso, at 627A South Broadway.
Owners Hosea Rosenberg and Peter Christian Olivo described Morso as a family-focused Italian restaurant they intend to operate in the former Under the Sun space at the Table Mesa Shopping Center. Rosenberg said the partners also operate Blackbelly and Santo and emphasized training and compliance: “We view it as a privilege... we take it very seriously,” he said, describing staff training and past sting tests by local enforcement.
The owners told the board they canvassed the neighborhood, found strong local support and plan to invest in the space; they gave an estimated opening target in February–March 2026 depending on permitting and construction. Operating hours discussed ranged from early morning breakfast service (7 a.m.) through dinner; the license will allow service consistent with a hotel-restaurant classification and the owners said they will set final hours based on neighborhood demand.
City enforcement and licensing staff noted no enforcement history at the owners’ other Boulder establishments; enforcement staff confirmed the record showed no prior cases. The authority voted to approve the license; the panel recorded aye votes and welcomed the applicants to the neighborhood.
The license approval does not impose additional operational restrictions beyond standard licensing requirements. Staff and board members encouraged the applicants to continue engagement with neighborhood stakeholders as construction and permitting proceed.
