Boulder board renews Riverside Group’s entertainment liquor license, orders monthly check-ins for a year

At a public hearing Oct. 15, 2025, the Boulder Beverage Licensing Authority conditionally renewed the entertainment liquor license for Riverside Group LTD, d/b/a Riverside, at 1724 Broadway, requiring the licensee to check in monthly for the next 12 months to verify ongoing compliance with sales-tax and licensing obligations.

Applicant Richard Moser told the board his business had ensured that sales taxes and licensing paperwork were current before the hearing and acknowledged prior late filings. Sales-tax staff reported Riverside is in good standing at the time of the hearing but asked for monthly check-ins because the location had a history of late renewals and filings over several years. Miss Rhodes, representing sales-tax and general business licensing, asked for monthly confirmations so the board could be assured the business remained in good standing.

Moser said he understood the administrative burden his files had imposed on staff and pledged to deliver proof of good standing in advance of future hearings; he offered to hand-deliver paperwork if necessary. City enforcement staff confirmed there had been no enforcement cases at the applicant’s other establishments.

After discussion, the authority approved renewal with the condition that Riverside provide monthly check-ins for 12 months at the authority’s meetings; the authority reserved the right to extend that monitoring period after the year if needed. The motion passed with aye votes from Member Roberts, Member Barnes, Member Carr and Member Crane.

The board’s action is administrative and does not change the license class or operating conditions. Staff will expect the licensee to provide evidence of sales-tax compliance before or at each monthly check-in; failure to do so could lead to further licensing action.
