Boulder licensing board conditionally reinstates Eidos LLC liquor license; owner to check in monthly for eight months

A hearing of the Boulder Beverage Licensing Authority on Oct. 15, 2025, ended with the conditional reinstatement and renewal of the hotel-restaurant liquor license for Eidos LLC, d/b/a Eidos, at 1143 Thirteenth Street after owner Jose Salguero said he had paid his liquor occupation tax and agreed to a payment plan.
The board said the license had been ordered to stop serving alcohol on Sept. 18, 2025, and that city staff had since pursued tax and licensing compliance. Salguero told the authority he lost access to the email address the city had on file, had suffered a difficult summer of low sales and mounting rent, and “I am sorry that I find myself in this situation.” He said he had paid the liquor occupation tax in person the day before the hearing and had set up a payment plan with the city.
Why it matters: The authority framed its action as balancing enforcement of licensing and tax rules with preserving a local business’s ability to operate while it regains financial footing. Sales-tax compliance was a central concern for members and staff; the board imposed short-term monitoring to ensure the payment commitments are met.
City sales-tax staff asked the authority to make any approval conditional while the city confirmed the payment plan had been processed. Sales-tax representative Miss Rhodes told the board she wanted “5 to 10 business days to to know one way or the other” whether the payment plan and related transfers had cleared. City Attorney Janet Michaels outlined the authority’s options and offered help drafting motion language.
After deliberation the authority voted to reinstate and conditionally renew the license with two key conditions: city staff must confirm that the paperwork and payment-plan arrangements are processed within about 5–10 business days, and owner Jose Salguero must appear for brief monthly check-ins at authority meetings for the next eight months to demonstrate continuing compliance. The board recorded aye votes from Member Roberts, Member Barnes, Member Carr and Member Crane; Member Haggerty was absent.
Salguero told the board he will try to improve communications with city staff and said the business’s losses this year had taken a heavy toll. He also said the payment arrangement gives him a path to catch up and that he will seek help from local business resources and community advisers that staff described during the hearing.
The authority’s conditional reinstatement allows the business to resume alcohol sales immediately once staff confirms the payment-processing step required by the board. The board said it will review compliance during the scheduled monthly check-ins; failure to meet the payment or communication conditions could prompt further licensing action.
Board and staff comments emphasized both accountability and assistance. “You have to answer when people call you,” a licensing member told Salguero during deliberations, and staff directed Salguero to available city business support services.
The authority’s action is an administrative renewal of a liquor license; no change to license class was made and the board did not impose fines at the hearing.
