Council adopts public art code changes and zoning notice requirement on second reading

RIVIERA BEACH, Fla. ' The City Council on Oct. 15 approved two ordinances on second and final reading: ordinance 42-83, an update to the arts and public places code, and ordinance 42-82, which amends the zoning code to require public notice for all site plan and special-exception applications that require a public hearing.
City staff said there were no changes to ordinance 42-83 since first reading and recommended approval. The ordinance amends Chapter 32 of the city code to add or modify definitions (including "art," "mural," "public art collection" and "public art master plan"), adjusts the creation and powers of a public art advisory board, establishes a public art fee, and adopts a public art master plan by reference.
Ordinance 42-82 amends Chapter 31, section 31-4, to require public notice for site plan and special-exception applications that require a hearing.
There were no public comment cards on either ordinance at second reading. The clerk called the roll for each ordinance and recorded unanimous votes of the members present. The council recorded no changes to the ordinances since first reading.
Why it matters: The public art code changes formalize requirements for public art projects and advisory board responsibilities; the zoning amendment increases notice to neighbors and the public for certain land-use hearings.
