The Delaware County Library Board voted on Oct. 16 to extend the Folcroft Library's deadline to submit a 2023 audit to Dec. 5, 2025, and authorized county library staff to reallocate state aid if the audit is not received. The board also authorized distributing Glenolden Library's 2025 state aid evenly among the remaining eligible member libraries and approved several routine motions including minutes and the financial report.
The actions address two member libraries that have not completed required audit and reporting obligations, which has previously resulted in forfeited state aid. The board voted to hold distributions until Dec. 5 so the system can determine the final set of eligible recipients and to follow a precedent used in prior years if audits remain missing.
Annie Lapley, director of the Delaware County Library System, told the board the Folcroft audit is underway but delayed after the library's auditing firm was purchased and merged with another firm, which slowed the process. "He did assure me that he has all the documents from the library that he needs," Lapley said, adding the auditor requested an additional 60 days to prepare the documents.
Helen, chair of the Delaware County Library Board, read the motion extending Folcroft's deadline. The motion as read: "a motion to extend Folcroft Library's deadline to submit a 2023 audit to 12/05/2025 and authorize DCL to distribute state and county aid funds to the Folcroft Library when the audit is received. Additionally, should the audit not be received, we authorize DCL to reallocate the funds evenly among the remaining eligible member libraries." The board voted in favor.
Board members were told Folcroft met requirements for county aid for the year and that Folcroft's state aid allocation for 2025 is $28,387; the county aid allocation referenced for Folcroft would equate to $1,486 per the system's distribution method if reallocated. For Glenolden, Lapley told the board there has been no progress toward completing the required reporting; Glenolden's 2025 state aid allocation is $25,189. The board authorized reallocation of Glenolden's state aid evenly among remaining eligible libraries, to be executed after Dec. 5.
The board combined those actions with routine approvals: a motion to approve the minutes was carried; the board approved the financial report for the period ending Sept. 30, 2025; the proposed 2026 meeting schedule was approved; and the meeting was adjourned. The motions were carried by voice vote; no roll-call tallies were recorded in the meeting minutes.
Next steps: Delaware County Library System staff will await any audits received by Dec. 5 and will either distribute funds to Folcroft upon receipt or reallocate state and county aid as authorized. The Glenolden distribution will proceed after Dec. 5 if Glenolden has not met reporting requirements.
