Council declares burned structure at 508 Haggard dilapidated, orders owner to demolish or city will abate

The Mount Pleasant City Council on June 17 held a public hearing on the condition of a burned, abandoned structure at 508 Haggard Avenue and voted to declare the building dilapidated under the city’s unsafe-building abatement code.
City code enforcement staff explained the structure has been burned and in a ruined condition for approximately two to three years; the recorded owner listed in city records is Opel Standard, who is deceased. Code enforcement said it had contacted a family member, Cedric Standard of Dallas, who told staff he was attempting to sell or have the property demolished but would not pay for demolition himself.
Staff explained the abatement process and the legal authorities that govern the hearing: city ordinances in Chapter 150 (Unsafe Building Abatement) and Chapter 214 of the Texas Local Government Code were cited in the staff presentation. Code enforcement staff said the structure is "pretty much destroyed at this point. It just has to come down," and recommended the council declare the structure dilapidated and order repair, rehabilitation or demolition within a fixed time.
After a brief public-hearing period with no members of the public speaking, a motion was made and seconded to declare the property substandard and to order the owner to demolish the building within 30 days. The council approved the order. If the owner fails to perform the demolition within the prescribed time, staff said the city will proceed with abatement and charge the cost as a lien against the property.
Next steps: Staff will issue the demolition order and, if the owner does not comply within 30 days, will pursue city abatement and place a lien on the property per city ordinance and state law.
