Council approves first pay request for Drake Paving on Mount Pleasant Regional Airport expansion

Paul Henderson, the airport manager, said the contractor has moved more than 60,000 cubic yards of dirt and that the current pay request is for about $256,000. Henderson described the project as the first phase of a multi-phase expansion that will add apron/taxiway and access-road infrastructure to create space for 15 additional corporate hangars and ultimately double the airport’s corporate-hangar capacity from the current footprint.
Henderson told the council how the work is being funded: the city is receiving $600,000 in nonprimary entitlement funds from the Texas Department of Transportation Aviation Division and a $1 million infrastructure grant. He said the grant’s cost-sharing structure changed in the city’s favor — reducing the city’s share — so the project’s local obligation will be smaller (Henderson characterized the change as moving the match from roughly 90/10 to approximately 95/5).
The council heard project timing and scope details. Henderson said the current contract covers one taxiway that runs in front of existing hangars, a new concrete access road to the west of that taxiway and associated grading and drainage work. The current contract is roughly a 120-day construction effort; Henderson said about one month of work had been completed at the time of the meeting and the contractor will be asked to complete remaining work within the contract schedule.
Council members praised airport leadership for securing outside funding and for the airport’s operational record. The council approved the pay request by recorded vote.
Next steps: Drake Paving will continue work under the contract; the city will submit reimbursement requests to grantors and manage subsequent pay applications as the project progresses.
