Mount Pleasant council approves MHS Planning proposal for Delwood Park construction documents

The Mount Pleasant City Council voted unanimously on Aug. 19 to approve a proposal from MHS Planning and Design to complete design development, construction documents, bidding and construction administration for Delwood Park.

The proposal presented by Garrett of MHS Planning carries a professional‑services fee of $178,225 and is based on a total estimated project cost of $1,800,000. Garrett said the scope covers the project from concept through the finished product, including new courts, a pavilion and other park amenities.

Council members and staff said Delwood Park has gone through community input and a Park Board approval. Garrett said there was a community goal‑setting meeting and a public meeting at the Civic Center; the Park Board approved the final layout on July 24. The proposal before council covers design development, construction documents, bidding and construction administration.

Councilmember comments touched on several details. One member asked whether the decorative fountains would be addressed; staff said fountain maintenance would be handled separately from the Delwood Park contract. Another councilmember asked about using the new courts for tournaments; Garrett said the design includes six pickleball courts and the layout also allows tennis use.

The motion approved by the council made the award subject to final review and negotiation of the contract language by the city attorney. The motion passed unanimously.

Council and staff said bond funds will finance the work and that contract finalization and attorney review are the next steps before issuing documents for bidding.
