Mount Pleasant City Council on July 15 approved both a preliminary plat and a site plan for a tax‑credit apartment project called Pleasant Pointe, clearing the way for engineering and permitting work required before final platting and construction.
The preliminary plat (PP‑2025‑01) covers a 9.04‑acre property at 1708 West Sixteenth Street and the site plan (SP‑2025‑20) shows three apartment buildings and a clubhouse. Staff said the project was approved by state tax‑credit authorities in late 2023 and that the developer has been working through sewer access issues; the developer will install a sewer line along the road to connect the project after being unable to obtain an off‑site easement through private property.
Council heard that the site has a wide gas line crossing the parcel that limits where structures can be placed and that significant grading and utility design work is needed. The apartments will contain about 60 units in three buildings, with two‑ and three‑bedroom units in equal numbers, a clubhouse and amenities such as a dog park, staff said.
Conditions attached to the preliminary‑plat approval require final approval of civil construction plans — including the new sewer installation — by staff before final plat approval and require TxDOT approval for driveway and utility work along U.S. 67 before construction begins. Staff reported the city engineer has already reviewed and approved civil construction plans and that Planning and Zoning recommended approval 4–0.
The site‑plan approval requires the developer to meet city code for pavement, parking, landscaping and building elevations; staff said the proposal exceeds the landscaping required by code and that building elevations were submitted for review. Council voted unanimously to approve both the preliminary plat (subject to conditions) and the site plan.
City staff emphasized that the sewer line must be installed and inspected before buildings can be occupied; the approvals allow the developer to proceed with required permitting and construction sequencing.
