City outlines stage and restroom projects for Hazel Tilton Park; aims for Oct. 18 inaugural concert

The Jacksonville City Manager told the council that crews will begin work on a stage foundation at Hazel Tilton Park later this week and that the city expects an inaugural concert on Oct. 18.
The manager said the original architect-designed stage bids exceeded budget and, after rebidding twice, staff redesigned the project using pre-engineered components and planned to deliver the project with more in-house general-contractor management. "We've cut about $200,000 out of that project cost," the city manager said, and the city expects to deliver the stage and begin a three-week Friday concert series in conjunction with local arts groups.
The manager also updated the council on a restroom structure intended to anchor lake-park improvements; he said the restroom was being designed to mimic the Love's Lookout rest-stop structures and described piers and mooring-pier work as largely complete. The restroom and park improvements are intended to support increased public events and waterfront activity.
The manager credited cooperation with local vendors and city departments for cost reductions and said staff hopes the stage will be ready in time for the Oct. 18 concert and weekly events thereafter.
No council vote was taken on the projects during the Aug. 12 meeting; the manager said staff will continue coordinating procurement and construction schedules and will return to council if additional funding or formal approvals are required.
