James Parker, a representative of the nonprofit Paws for Help, addressed the Palm View City Council seeking the city’s written support for Hidalgo County enforcement of recently enacted state legislation banning roadside sales of live animals.
Parker told council members the Rio Grande Valley faces significant dog and cat overpopulation and that Texas ranks first nationally for euthanasia of dogs and cats. He said roadside sales encourage impulse purchases, often without education on spay/neuter or proper care, and that animals sold in those conditions frequently arrive at local shelters in poor health.
Parker said the Texas Legislature has passed HB 2731 (referred to in the meeting transcript as HB 27 31), a roadside‑sales ban that will take effect Sept. 1, and that Hidalgo County is among counties covered by the law. He reported that several nearby cities had already provided written support and asked Palm View to send a letter to county commissioners endorsing local enforcement of the new statute.
Mayor Ricardo Villareal and council members responded that staff would draft a letter of support and that the city would provide the endorsement requested. City staff said they would present a drafted letter via email to the council for signature and forwarding to county officials.
