Red Oak council approves rezoning at 405 N. State Highway 342 to allow office use

The Red Oak City Council on Oct. 14 approved an ordinance rezoning a 0.23-acre parcel at 405 North State Highway 342 from C-1 Commercial District to a Planned Development district to allow office use and modified development standards.
City planning staff said the property, identified as case ZC25-14 and Parcel ID 188191 in the Ellis Appraisal District, lost its nonconforming status after being vacant beyond the allowed period and additionally lost roughly 10 feet of depth to a right-of-way taking, reducing the lot depth to about 90 feet. Staff told the council those changes left the site unable to meet current C-1 lot-depth standards without a planned-development overlay.
In a presentation, development services staff (Mr. Palmer) described the applicant’s proposed improvements: wrapping the building façades visible from the right of way in brick, replacing garage doors with windows on the frontage, new landscaping, resurfacing and restriping of parking, and other site upgrades intended to modernize the building’s appearance along Highway 342. Staff said the proposed use will continue to be classified as office and will be required to meet the city’s standard office parking ratio of one space per 300 square feet; for the building as proposed that equates to five required parking spaces.
The council opened a public hearing on the rezoning; no members of the public spoke either in favor or opposition. After brief council remarks calling the project a “breath of fresh air” for the corridor, the council adopted Ordinance No. 25-050 by a 4-0 vote (Hunter, Miller, Franklin, Smith: yes). The ordinance implements the rezoning and the planned-development standards discussed at the hearing.
The approved change allows the applicant to pursue building upgrades and site improvements under the city’s planned-development standards. City staff will process required permits and inspections under the city’s normal development and building-permit procedures.
