Planning staff said the change responds to a request from a prospective business that sells off-road and all-terrain vehicles that did not fit the two-wheel-only definition. The updated definition explicitly covers UTVs, ATVs, four-wheel recreational off-road vehicles, on- and off-road motorcycles and three-wheeled motorcycles.
The council opened a public hearing on the item; no members of the public spoke either in person or online. Staff clarified that the ordinance amendment does not itself approve a use on any particular property; the business that prompted the change will still require a separate Special Use Permit (SUP) and any site-specific reviews.
Council action: Motion passed 5-0 (Franklin, Flannery, Miller, Lightfoot, Smith recorded "aye").
Next steps: Planning staff said they will return next month with a separate amendment to address watercraft and associated trailers and accessories.
