At its regularly scheduled meeting the Red Oak City Council recorded the following formal actions (all votes carried 4-0 unless noted):
• Consent agenda (Items 1–7): Approved as presented in a single motion. Vote: 4-0.
• Resolution 25-015 r — EDC expenditure up to $400,000 for a professional services agreement with Douthit Contracting Inc. to complete a restroom project and site amenities (sidewalks, lighting, security fencing, cameras). Motion passed 4-0.
• Resolution 25-016 r — Award and authorize construction contract to Craftsman LP (contract no. 679-22) to re-plumb Hargrove Park splash pad and install upgraded pumping and secondary sanitation controls; funded from park development fees; motion passed 4-0.
• Resolution 25-017 r — Amend master fee schedule to implement a 3.05% water rate increase and a 20% meter-equivalency adjustment, per staff presentation and prior rate-study recommendations; motion passed 4-0.
• Resolution 25-018 r — Deny petition for consent to creation of Rocket Ranch Municipal Utility District (Ellis County) located in city ETJ and authorize city manager to oppose the petition (developer: Century Property Acquisitions LLC); motion passed 4-0.
• Post-executive-session motions (read by legal staff and approved in open session): - Approve ROIDC funding to purchase the Wildwood tract (approx. 84± acres) for $4,645,630 (action authorizes ROIDC funding to acquire land). Vote: 4-0. - Amend FY2024–25 general services agreement to fund a sinking fund for employee retention including one-time retention payments and approximately $94,000 for remainder of FY2024–25. Vote: 4-0. - Approve renewal of the employment agreement with City Manager Todd Fuller (04/01/2025–03/31/2026) with a 3% base-salary increase, continuation of benefits and an annual supplemental compensation of about $85,000 for economic-development duties funded through ROIDC; also approve a long-term retention agreement through 09/30/2028. Vote: 4-0.
Each of the above items was presented in staff packets and read into the public record. Where motions referenced external processes (for example, the MUD petition), staff noted the developer may pursue state-level approval and that the city will act to oppose if necessary.
