Red Oak planning commission approves text amendment to permit watercraft sales with conditions

At its June 2 meeting, the Red Oak Planning and Zoning Commission approved a text amendment to the Red Oak zoning ordinance to add a new definition, district assignments and parking requirements for watercraft sales (Case ZAsInZebraCAsInCat25-07).
The change creates a specific watercraft-sales use that follows the same standards as the city’s recently adopted ATV and powersports sales rules. Under the amendment, watercraft sales would be permitted in the highway-oriented (HO) district, Commercial 1 (C1) and Commercial 2 (C2) districts and in industrial districts; operations in HO, C1 and C2 would require a special use permit (SUP), bringing site plans, landscape plans and elevations before the commission and, ultimately, city council.
Planning staff said parking would follow the city’s “AA” classification: one parking space per 500 square feet of interior floor area for indoor uses, or one parking space per 1,000 square feet of lot area for outdoor display uses. The amendment also requires that parking be provided for vehicles intended for sale so those vehicles are not stored on grass or street frontage.
Ben Hartman, Red Oak director of development services, explained the amendment as an extension of the powersports rules the commission approved earlier. No members of the public spoke during the public hearing; the hearing was closed before the commission voted.
The commission voted to approve the amendment as presented. The staff presentation identified the ordinance change by case number ZAsInZebraCAsInCat25-07 and noted the amendment mirrors protections already adopted for ATV and powersports sales.
The ordinance change will require applicants proposing watercraft sales in HO, C1 or C2 to request a SUP, allowing the city to review site layout, traffic impacts and building and landscape design before an operator opens.
