Committee renews and amends 2025 budget to finish waterway hazard removal project

The Chautauqua County Planning and Economic Development Committee voted Oct. 15 to renew and amend a 2025 budget resolution so the county can finish payments and close out a waterway hazard removal project.
Sam Zafuto, deputy director of finance, told the committee the action reopens a previously closed account so outstanding payments can be processed. "This is just renewing and amending to reopen the project, so we can finish processing the payments, close the project out," Zafuto said.
Committee members approved the amendment by voice vote. The motion was made and seconded; the transcript records "All those in favor? Aye. Carried." No roll-call or numerical tally was recorded in the meeting transcript.
Committee discussion included support from a county employee who said the county's waterway trails had become difficult to navigate and backed improvements to restore public access. "As the county employee who, for about 7 years, if you called the number to complain, you got my extension for the waterway trails, totally support any improvements on the trails," the employee said.
The amendment directs the use of interest earnings on American Rescue Plan Act (ARPA) funds and a 3% occupancy reserve to implement the hazard removal work. The transcript does not specify a dollar amount attached to the renewed project.
