JCPC staff brief council on SPEP monitoring, quality-of-service scores and committee work

JCPC staff delivered a technical briefing on the Standardized Program Evaluation Protocol (SPEP), program quality-of-service (QOS) scoring and monitoring schedules at the Oct. 16 meeting and asked members to volunteer for monitoring and planning committees.
Staff explained SPEP as an outcome measure that uses client intake and termination data — including dosage, duration and risk level — to generate program-specific scores tied to evidence about what reduces recidivism. They noted technical details used in North Carolina (SPEP is embedded in the state's program database) and said a program must have at least 10 terminated clients in the reporting period to receive a SPEP score. The QOS measure, assessed via consultant monitoring every three years, is scored out of 20 points and evaluates organizational elements such as staff training, retention and data-driven corrective actions.
Staff reviewed recent SPEP and QOS results across JCPC-funded programs (summary sheets were provided to members) and said monitoring visits and consultant reviews are scheduled to resume in January. The chair and staff solicited volunteers for monitoring, planning and allocations committees; several members volunteered to serve and staff said they would circulate committee dates and responsibilities.
No program was defunded or re-scored at the Oct. 16 meeting; the update was informational and intended to help volunteers prepare for monitoring work in the months ahead.
