Committee to republish regulations on students at risk for reading difficulties for clarity and alignment

The Education Policy Committee voted to republish COMAR 13A.03.08, the regulation addressing students at risk for reading difficulties, to clarify alignment with the state’s comprehensive preK–3 policy.
Dr. Chelsea Brewer presented the item and said staff recommended republishing to ensure clarity on changes to requirements concerning the Student Reading Improvement Plan (SRIP) under subsection O5.I. She told the committee the revisions affect how screening instruments and SRIP requirements align with the preK–3 policy and asked permission to republish the regulation for public comment.
A committee member requested a list of screening instruments used in practice; Brewer said she would provide that list. The committee moved, seconded and unanimously approved permission to republish. MSDE will seek public comment on the revised language and return the regulation to the full board with any recommended edits after the comment period.
