Board approves owner‑occupied short‑term rental permit for Riverflow Properties LLC at Cardinal Harbor

Oldham County’s Board of Adjustments approved a conditional use permit on Oct. 16 for an owner‑occupied short‑term rental at 14215 Harbor Place in Prospect. The permit was requested by Riverflow Properties LLC; one of the LLC members, Danny Barhorst, lives on the immediately adjacent lot and testified in support.

Planning staff explained the county’s short-term-rental rules permit owner-occupied STRPs where the owner’s primary residence is on the same lot or immediately adjacent lot; the applicants provided photo ID and vehicle-registration evidence showing that Barhorst resides next door. Staff noted the unit has three bedrooms and that the zoning ordinance yields a maximum occupancy calculation (three bedrooms × 2 = 6 plus additional allowances) and a parking requirement that the application met (four parking spaces required by the formula provided in the regulations).

Attorney Valerie Shannon represented the applicant at the hearing and emphasized the cultural and economic value of allowing short-term rentals in the Cardinal Harbor area, which the county has been promoting to help tourism near riverfront attractions. Owner Danny Barhorst said he is the adjacent property owner and is active in the homeowners association; he testified that the association supports the application.

The board approved the conditional use with standard conditions: the permit applies only to the plan considered Oct. 16, the owner must comply with all STRP operating requirements in Oldham County Zoning section 250-050, the permit will be revoked upon sale or transfer of the property, and the applicant must obtain the county STRP permit/license before renting the property.
