The Riviera Beach Utility Special District on Thursday unanimously authorized a change order to Quality Enterprises for an additional $281,468.65 to complete installation of a subaqueous wastewater collections force main crossing at C‑17 and M Canal.
Joshua Neiman, director of the utility special district, explained the additional cost arose after the contractor mobilized and discovered the existing tie‑in on the east side of the route was 16 inches rather than the 8‑inch tie‑in the engineer had been given in early design information. The larger tie‑in requires different construction methods and increased cost.
Neiman told the board the work is part of a capital improvement project and that he had contacted the grant manager to determine whether the change order will be reimbursable under the existing grant; he planned to update the board at the next meeting once the grant manager responds.
The clerk recorded unanimous votes: Board member Davis Pannier — Yes; Vice Chair Miller Anderson — Yes; Board member Spirotes — Yes; Chairperson Lanier — Yes.
The resolution authorizes the city manager to issue the change order from Capital Infrastructure Project 23040 and provides an effective date.
Board members did not amend the resolution at the meeting and accepted staff’s explanation of the cause and next steps.
